When I learned how to program computers, one of the first things that taught us was how to make flow charts like this police flow chart.
This flow chart was found in Tempe, but the flowchart seems to have been created by the Gilbert Police.
I suspect the Gilbert Police were in Tempe on one of those New Year Holiday DUI sweeps which are designed to raise revenue for the local governments.
